Ms. Mattingly specializes in human resources management consulting and training in labor and employee relations issues. She is a former labor and employee relations specialist for the Department of the Navy, both at the Norfolk Naval Shipyard and at the former Office of Civilian Personnel, Eastern Region, Norfolk. She has more than twenty-five years of experience as chief management negotiator in negotiating collective bargaining agreements with unions. In addition, she has represented the Navy in many administrative hearings before the Federal Service Impasses Panel, the Federal Labor Relations Authority, the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and in arbitration.

 
 
        For five years, she was the lead instructor and coordinator of the Navy’s East Coast offering of the two week Management Representatives’ workshop, training Navy advocates in hearing and research procedures. In addition, for nearly ten years, she was an instructor and facilitator in the Department of the Navy’s annual one-week Labor Negotiations Seminar on both the east and west coast. During her career as a labor and employee relations specialist with the Navy, she negotiated collective bargaining agreements/mid-term agreements with many unions, including the American Federation of Government Employees (AFGE), the International Federation of Professional and Technical Engineers (IFPTE), the Metal Trades Council, the National Association of Government Employees (NAGE), and the Teamsters.

In 1999, she served as Chief Management Negotiator for the collective bargaining agreement between the U. S. Coast Guard Academy and the National Association of Government Employees (NAGE). She has also served as consultant to the management team of the Federal Trade Commission in its negotiations with AFGE. She has trained the management team from many agencies in negotiating labor agreements, including the management team from the U. S. Army Human Resources Command, Alexandria, Virginia and the U. S. Fish and Wildlife Service.

In addition, Marilyn has thirty years of experience in providing advice and guidance in labor and employee relations and in providing practitioner and supervisory and managerial training in these areas. Ms. Mattingly also spent two years training in all areas of human resources, and spent three years as a Staffing and Classification Specialist at the Norfolk Naval Shipyard. She also has done fact-finding for the U.S. Marshal’s Service, the Defense Commissary Agency, and the Department of Energy. She has also conducted harassment and other conduct-related investigations for many government agencies including the General Services Administration and the Chemical Safety and Hazard Investigation Board. And, Ms. Mattingly has done consulting in employee relations for various federal agencies, including the Department of Energy and the Federal Trade Commission.
