Ms. Mattingly is the author of the Department of the Navy's course on “Investigating Allegations of Sexual Harassment” and has extensive experience in investigating and representing the Navy in sexual harassment cases.

Her work in the sexual harassment area has been highlighted in articles in the Federal Human Resources Week and in the Federal EEO Advisor.

She has been a speaker on sexual harassment for the retreat for the supervisory attorneys of the Civil Rights Division, Department of Justice, including the Assistant Attorney General of the United States.
 
 
       


In addition, she has been a speaker/trainer on sexual harassment, disability and reasonable accommodation, workplace violence, leave issues, and other topics for national and regional conferences and training sessions sponsored by the Office of Personnel Management, Federal Dispute Resolution, Inc., Public Administration Forum, U. S. Customs Service, Defense Commissary Agency, U. S. Coast Guard, FPMI Communications, the USDA Graduate School, the Equal Employment Opportunity Commission, the Marine Corps, the Department of Justice, the Veterans Benefits Administration, the Government Training Institute, Berkana, Inc., Alpha Solutions, Inc., Ray Spratt and Associates, LRP Publications, Customs and Border Protection Agency, the Department of Defense, the Internal Revenue Service, the National Aeronautic and Space Administration (NASA), the National Oceanographic and Atmospheric Administration (NOAA), and many other federal agencies.

Ms. Mattingly also has presented audio-conferences for LRP Publications on such topics as “What is a Qualified Disabled Employee?”, “The Abuse of Technology,” “Excessive Absenteeism in the Federal Government,” and “The FMLA,” “Conducting Agency Investigations” and other topics will continue to present such audio-conferences in the future. 

Ms. Mattingly has also been a college instructor and holds a Master of Arts Degree in Communication
